International conference to be held for informational purposes regarding results of Correctional Services Programme and projects of Norwegian Financial Mechanism in Latviaprint

On Thursday, October 26, at Mark Rothko Art Centre in Daugavpils will be held closing conference for the Correctional Services Programme implemented within the framework of Norwegian Financial Mechanism 2009 - 2014.

During the conference, will be assessed the results achieved in the system of correctional services within the period of five years. Three significant projects were carried out within the framework of the programme, with financial support of Norway implementing in Latvia completely new and unprecedented changes to the policy of criminal punishments and system of correctional services in general.

In the conference among the speakers will participate Mr Dzintars Rasnačs, Minister of Justice; Ms Laila Medina, Deputy State Secretary on Sectoral Policy of the Ministry of Justice; Mr Kristian Svanes, First Secretary at Norwegian Embassy; Ms Ilona Spure, Director General of Latvian Prison Administration; Mr Mihails Papsujevičs, Head of the State Probation Service, Mr Dimitrijs Trofimovs, State Secretary at the Ministry of Interior.

Mr Agris Batalauskis, Director of Project Department of the Ministry of Justice, and Mr Kim Ekhaugen, Director of the International Unit in the Directorate of Norwegian Correctional Service, will inform the audience about the process of the Correctional Services Programme implementation within the framework of Norwegian Financial Mechanism.

Three project managers – Mr Imants Jurevičius, representative of the State Probation Service; Mr Māris Luste, representative of Prison Administration; and Ms Renāte Fila Roķe, representative of the State Police – will inform the participants of the conference about the outcomes of the projects: implementation of electronic surveillance, construction of Addiction Centre at Olaine Prison, as well as reconstruction, renovation of the short-term detention centres and temporary keeping places and facilitation of professional development and training of the personnel of correctional services.

Within the framework of the conference, experts from Norway, Ukraine, Lithuania, Poland, Czech Republic, Bulgaria and Estonia will share their experience regarding results achieved and will set the foundations for cooperation during the next planning period of Norway Financial Mechanism 2014 - 2021.

Conference is hosted by the Ministry of Justice in cooperation with the Directorate of Norwegian Correctional Service.

Additional information.

Conference is hosted within the framework of Norwegian Financial Mechanism programme LV08 "Reform of the Latvian Correctional Services and Police Detention Centres". The aim of the programme is to improve the system of correctional services in accordance with international standards of human rights in cooperation with institutions of the respective sector in Norway and other countries. The total funding of the programme is EUR 15,360,000, of which EUR 13,056,000 is provided by Norwegian Financial Mechanism, but EUR 2,304,000 has been granted from the State budget of Latvia. Programme was implemented from 2012 to 2017 by the Ministry of Justice, and the Ministry of Interior participated as the national programme partner.
