On 24th July 2018 the Cabinet of Ministers revised the order project "On concept note project for Norwegian Financial Mechanism co-financed programme "Correctional Services"" drawn up by the Ministry of Justice, which foresees establishment of appropriate infrastructure for training and practice for Latvian Prison Administration (hereinafter – LPA) and State Probation Service staff, which would be in accordance with modern enforcement policy.
Within the framework of the Norwegian Financial Mechanism 2014–2021 period programme "Correctional Services" LPA will implement project "Establishment of training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory" (hereinafter – project). Activities planned within the project include construction of Training Centre and model open prison building in the territory of Olaine prison. As a result, staff of correctional services will be ensured possibilities to acquire high-quality practical experience.
The establishment of Training Centre infrastructure will enable regular national and international cooperation of correctional services – organizing educating discussions, seminars, conferences and work groups in appropriate premises. The establishment of the new infrastructure for prison employees is considered to be a milestone for contributing to the growth of the Latvian correctional services system and for introducing the advanced working methods in correctional services.
With Cabinet of Ministers order No. 356 "On concept note project for Norwegian Financial Mechanism co-financed programme "Correctional Services"" of 24th July 2018 further development and implementation of the programme was supported. The Ministry of Justice has been designated as the responsible institution for the implementation of the programme. It is planned that implementation of the project will start in 2019.
Implementation period of the programme is from 1st January 2018 till 31st December 2024. Total funding of the programme is EUR 15 294 118, where grant from Norwegian Financial Mechanism is 85% or EUR 13 000 000, and co-funding from Latvian state budget is 15% or EUR 2 294 118.
