From 7 to 8 March 2018 stakeholder and strategy meetings of programme "Correctional Services" took place in the Ministry of Justice. Within the framework of the meetings the programme concept note was developed.
On 14 December 2017 representatives of the Ministry of Finance of the Republic of Latvia and Ministry of Foreign Affairs of Norway signed a Memorandum of Understanding (hereinafter referred to as the Memorandum) on the Implementation of the Norway Grants 2014-2021 (hereinafter referred to as the planning period) and realisation of the programme "Correctional Services" (hereinafter referred to as the programme). The Memorandum specifies the Ministry of Justice as the programme operator (hereinafter referred to as the programme operator). Within the framework of the programme, the plans have been formed to implement one pre-defined project "Establishment of training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory". Intended plans include construction of two open type prison buildings and a new modern Training Centre for the staff of Latvian correctional services in the territory of Olaine prison. Generally, Olaine prison is intended to be developed as a model prison in order to provide also internship options for the prison staff.
In accordance with the instructions of the donor country, the programme operator shall prepare the programme concept note within six months from the signature of Memorandum, supplementing it also with the opinions and recommendations of relevant stakeholders of public sector, private sector, civil society, research and academic environment and international organisations.
On 7 March 2018 stakeholder meeting was held in the premises of the Ministry of Justice with participation of representatives from the Ministry of Justice (programme operator), Directorate of Norwegian Correctional Service (donor programme partner), Correctional Service of Norway Staff Academy, Financial Mechanism Office, Council of Europe, Ministry of Finance (national focal point), Latvian representative in international human rights organisations, Latvian Prison Administration (project promoter), State Probation Service, Embassy of the Kingdom of Norway to Latvia, Olaine prison, University of Latvia, Latvian Trade Union of Probation Staff, Latvian Trade Union of Staff of Internal Affairs, Ministry of Education and Science, Prison Chaplains Service of the Roman Catholic Church with a purpose to complement the programme concept note with as complete and comprehensive information as possible.
On 8 March 2018 programme strategy meeting took place in order to summarise and discuss the information obtained in the stakeholder meeting. Participants of the meeting were the main representatives of the programme operator, donor programme partner, national focal point, project promoter, Council of Europe and the Embassy of the Kingdom of Norway to Latvia who are involved in development and implementation of the programme.
